If you flavor purposes you want to use specialized industry then running "schools out" on selected districts is not a bad idea. Specialized industry is pretty useless and if I get it at all, I don't mind having to re-assign the district to something more productive once full education kicks in. However if you are like me and provide lots of services (for example I always provide universal maximum transportation rating by saturation bus stops) then buildings will level up so quickly that they need every educated worker they can get.
